Lucas is an Associate Director at VVA Economics & Policy in Brussels.

Lucas has been working on impact assessments and evaluation in various policy fields for the EU for more than 15 years. Currently he is leading the support for model demonstrator regions on strategies for cluster policy and industrial transition for DG GROW and is evaluating the impacts of the reporting requirements for logging and extraction companies and on accounting frameworks for banks for DG FISMA. Another recent focus are projects on the impacts of the collaborative economy and the circular economy for ESPON, CHAFFEA and DG GROWTH.

Lucas is in expert in developing indicator frameworks for political processes like evaluation or Impact Assessment. He developed and used these skills in various policy fields. In previous employments, Lucas work focused on environmental policies, health policies and urban renewal policies. He is an expert in developing methodologies and tools to monetise policy impacts on the environment and human health for evaluations and impact assessments.

Lucas is an Economist, a native German speaker and also fluent in English.
