Sarah Scales is a Consultant at VVA Economics & Policy.
She has a proven knowledge of EU policies and programs, particularly in the areas of upstream and downstream space. Sarah has extensive experience in stakeholder consultation, targeted desk research and quantitative analysis. She has supported studies for DG Grow, the GSA and ESA and has taken leading roles on cost-benefit analysis and market analysis projects. In addition, she is experienced in the field of SMEs, innovation and AI, and is interested in new technologies, space and the green economy. Sarah has an academic background in legal and policy analysis.
Sarah specialises in market analysis and cost benefit analysis. Recent relevant studies that she has managed include Impact assessment study on the Use of Galileo for Critical Infrastructures that depend on Satellite Navigation for Timing and Synchronisation, a study on the effects of using European GNSS for critical infrastructures which included a cost-benefit analysis, and Active Debris Removal for LEO Communications Missions, in which Sarah led market analysis activities to understand the market need for ADR services among Communications satellite operators.
In Sarah’s previous role, as an AI Product Manager at Brightflag, she led market research and innovation management activities for an AI and machine-learning product for the legal technology market.
Sarah has a Postgraduate Diploma in Product Management from the Technological University Dublin and a Bachelor of Law and Political Science from Trinity College Dublin.
