the client

Supervisory Authority (European Union Regulatory Authority) created to support the development and knowledge dissemination of the European value chain of Navigation Satellite Systems.

The strategic goals of our client include the achievement of not only a fully operational GALILEO system, but also GALILEO’s leading role as navigation satellite system for civilian use.

the need

Have an ad hoc knowledge development and decision support tool, that will allow both the Supervisory Authority and the Commission to estimate the size and the evolution of the market potential developed by the GNSS and the Galileo/EGNOS systems on selected market segments, evaluating also the related public benefits.

The forecasting tool has been focused on 4 market segments: Road, LBS, Precision Agriculture, Aviation.

The forecasting tool has been focused on 4 market segments: Road, LBS, Precision Agriculture, Aviation. We have assessed the key information needs of users and stakeholders involved in the decision making process through in depth personal interviews. Based on the above, we have pinpointed the structure and dynamics of each segment by application, identifying the key drivers of the segment and the elements that can influence its evolution, focusing both on the GNSS and on the Galileo/EGNOS markets.

We have then identifyed the public benefits related to each application (employment, tax, benefits for users, negative externalities reduction), defining the key factors that will determine its trend and selecting the best methodologies to monetize the benefit.

Also in this specific case the evaluation has been divided between the GNSS impact and the Galileo/EGNOS impact. Finally, we have built an econometric and economic monitoring and forecasting model that allows the client to evaluate the GNSS and the Galileo/EGNOS market size up to 2030 and the monetization of the related public benefits.
